Early Start Program

CSU Executive Order 1048 established the Early Start Initiative. It is designed to facilitate a student's graduation through changes in policies on fulfilling entry-level proficiencies in mathematics and English to all 23 CSU campuses. Upon recommendation of the English Council, the EPT Development Committee, and hte Early Start Task Force, the proficiency score of the EPT was reset effective summer/fall 2011.

Student EAP Status Reports

Student EAP results appear on the back of the STAR report, in the bottom left corner. These are mailed to parents by mid-August. Students who released their scores may access them online by October of their senior year.

If a duplicate copy of an EAP report is needed, a request can be made by contacting the SDSU Coordinator at Students will need to provide their full name, date of birth, high school name, and city.

EAP and the CCC

SB 946 authorizes California Community Colleges (CCC) to participate in the EAP Program. In spring of 2010, students had the opportunity to authorize release of their EAP test results to to the CCC in addition to the CSU. The EAP STAR report directs students to a new CSU-CCC EAP website at This website provides information about their EAP test results as well as a list of participating community colleges accepting the EAP results. The website will continue to update its list.

EAP Professional Development

Expository Reading & Writing Course (ERWC) Curriculum: In its first 5 years of offering this course, SDSU has certified 243 local teachers to teach ERWC. The most popular ERWC implementation has been a punctuated adoption method, where modules are taught actoss 9th to 12th grade.

EAP Service Area

EAP provides services to 95 schools in the local area. Within our service area, 71% of the schools have at least one teacher certified in the ERWC curriculum and one district (Sweetwater Union) has served as the pilot district for adopting the ERWC curriculum at all high schools. The course, titled "English 12: Rhetoric and Writing" is UC certified and can be used to satisfy one of the 4 years required to complete area "B" of the "A-G" courses

EAP Essential Points

High School Seniors

  • Encourage high school seniors to check their EAP status before aplying to a CSU. Remind students that checking EAP scores is easy. Login username and password are the same as CSUMentor.
  • Students applying to SDSU who didn't release their scores are encouraged to submit a copy of their STAR report to Admissions by November of their senior year.
  • If a student has an EAP Conditional Status and chooses to validate status, he/she can do so by taking a 1-eyar approve dmath course of "intermediate algebra or above" and mus earn a letter grade of "C" or better in both semesters.
  • Advise students to take the February or March ELM and EPT if they haven't already satisfied them through other means.
  • SDSU highly recommneds that Conditional Exempt students take the ELM, even if they are enrolled in a 1-year approved math course, to avoid having a "hold" placed on their registration.

EPT/ELM Requirements

The proficiency scores on the SAT and ACT were reset for students enrolling in summer/fall 2011. The new scores are as follows:

  • SAT (critical reading section): 500
  • ACT (English test): 22
  • The math SAT and ACT scores remain the same. Consequently, the EPT passing score has been reset from 151 to 147.
